Valerie L. Baldwin

Valerie Baldwin has more than 20 years of experience in government and defense, including her most recent role as the assistant secretary of the Army, a position in which she was the chief financial officer and comptroller for the Army. She also served as a strategic advisor for the Army’s secretary. Ms. Baldwin’s previous appointments include numerous government positions, such as staff director, U.S House of Representatives, Appropriations Committee, Subcommittee on Military Construction; legal counsel, U.S. Department of Housing and Urban Development, Subcommittee on Veterans Affairs; counsel, U.S. House of Representatives, Committee on Banking and Financial Services; and trial attorney for the U.S. Department of Housing and Urban Development. She also managed supplemental appropriations for operational and force containment costs of the U.S. military, and upgraded the Army’s financial systems. Ms. Baldwin was an adjunct professor lecturing at the George Washington University School of Law. She holds a Bachelor of Arts from Wichita State University, a Master of Science from the London School of Economics and Political Science, and a Juris Doctorate from the University of Kansas School of Law.
