Retired Vice Admiral, U.S. Navy, Lyle Bien is currently a defense industry consultant working extensively in the related areas of space-based communications; command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR); and global missile defense. He is a member of the Air Force Scientific Advisory Board, the National Security Space Architect Board, the U.S. Naval Space Panel and U.S. Strategic Command’s Strategic Advisory Board. He is also a graduate of and former instructor at the Navy Fighter Weapons School (TOPGUN). Vice Adm. Bien was the senior Navy striker planner for Operations Desert Shield and Desert Storm; and commanded the Nimitz Battle Group during the 1996 Taiwan Missile Crisis. He also served on the Joint Staff and was the deputy commander in chief, U.S. Space Command, where he chaired the Senior Warfighter Forum that originated the Wideband Global (formerly Gapfiller) satellite program. From 1999 to 2002, Vice Adm. Bien was in charge of the government division at Teledesic, LLC. In addition, he has been a member of the Missile Defense Agency Graybeard Panel on National Missile Defense since its inception in 1999. He is a member of the Air Force Scientific Advisory Board; the National Security Space Architect Board; and the U.S. Naval Space Panel on FORCEnet and naval space and communications. He was part of a year-long 2006 study of the future of National Security Space launch, and became a member of the U.S. Strategic Command’s Strategic Advisory Group.
